Board notes: SCNA Board meeting-Feb. 5, 2007
Board approves $3,500 to treat ailing elm trees; presses for urban center
designation for Curtis Park Village commercial; opposes Caltrans plan to
add additional Hwy. 50 lanes
SCNA Board meetings are held on the second Monday of each month at 7 p.m.
in the "Garden" Room of Sierra 2. The next meeting is March 12.
President's Report
President Dan Murphy shared a letter from Bret Harte School representatives
thanking SCNA for funds donated toward the students' annual trip to the
Sly Park outdoor program.
Treasurer's Report
Treasurer Kathy Davenport reported that financials are strong-
$27,000 ahead of budget. The redecoration of the Garden Room was achieved
with a modest budget of $20,000.
Facilities Committee
Committee chair John Mathews reported that installation of the
new HVAC system for the 24th Street Theatre is moving ahead fast. The
new fence SNCA is building for Great Beginnings will provide better access
to the new HVAC unit for maintenance. The committee changed the name of
the Green Room to the Garden Room.
Development Committee
The board asked the Development Committee to look into the pace of membership
renewals. Planning is going well for the spring Home Tour and fall Wine
Tasting & Silent Auction.
Neighborhood Concerns Committee
Kathleen Ave, committee co-chair, received unanimous board approval
for a carefully worded letter to the city's General Plan Update Advisory
Committee making the case for changing the designation of the commercial
portion of the Curtis Park Village parcel from Suburban Center to Urban
Center.
The Board approved an e-mail voting proposal at the committee's request.
All committee members must agree in advance to vote by e-mail and the
precisely worded proposal may simply be voted up or down.
The board discussed a lengthy draft comment letter on the Caltrans draft
Environmental Impact Report opposing their proposed project to add new
lanes to Highway 50 to be designated for High Occupancy Vehicles. After
much discussion and input, the board approved the comments but left final
approval of drafting changes to the Executive Committee prior to the Feb.
13, 2007 deadline. The board is on record as opposing the DEIR study and
the project of additional Highway 50 lanes due to its negative impact
on Curtis Park as an immediately adjacent neighborhood (see story, page
5).
The city's new urban design manager, Bill Crouch, and architect Luis Sanchez
have been invited to the next Neighborhood Concerns Committee meeting.
A representative of the State Public Utilities Commission will speak about
the PUC policies regarding at-grade pedestrian/railroad crossings.
Senior Committee
The Senior Committee chair reported that about $4,000 had been received
so far in response to the year-end appeal letters sent out in January
and donations continue to be strong.
Other Business
The board approved up to $3,500 to treat ailing elms and SCNA board member
Marianne Waindle will continue as the lead on this project.

Board actions:
The SCNA board will hold a special meeting on Saturday,
March 10 to update the SCNA Strategic Plan. The board adopted a conflict
of interest policy based on the IRS model policy.
